National Consultant to lay out the ILO Financial Education trainee’s booklet for returnees and

potential migrants in Ethiopia in Amharic in the framework of the ILO Better

Regional Migration Management project

From December 5th 2021 to January 15th 2022

Background

In  Partnership  with  the  Foreign Commonwealth  and Development  Office  of  the  United Kingdom, the ILO is implementing a project entitled “Better Regional Migration Management”,  which focuses on laying the foundations for improving labour migration governance in East Africa by using evidence-based policies, enhancing migrant workers’ qualifications and skills, and actively engaging the social partners for improved development outcomes. Working on the second pillar, which aims to build the capacity of relevant national institutions and social partners to improve labour migration governance with specific reference to skills, the project applies a corridor approach to facilitate skills portability, delivering technical assistance to both origin and destination countries, and fosters the design of occupational profiles in selected economic sectors, in specific migration corridors. In this context, the ILO is collaborating with different partners to expand its Global Programme on Financial Education and provide potential migrants and returnees of Ethiopia with the relevant skills and competencies to improve their understanding and use of financial products and services and in turn, support them in making better financial choices sustainably.

The ILO Social Finance Programme has been working for more than a decade in the area of financial  education.  The  ILO  Global  Programme  on  Financial  Education  is  a holistic programme addressing worldwide limited financial literacy levels, through national policy dialogue and capacity building at all levels. The Programme collaborates with policymakers, financial institutions, private services providers and multipliers, as well as direct beneficiaries. The Programme’s ultimate target group includes low-income women and men, entrepreneurs, youth, migrants, workers, and farmers, with over 100,000+ already trained globally.

The ILO Global Programme on Financial Education has a wide range of training materials for various target groups, living in various contexts, and speaking different languages. In 2020, it has designed new training materials on Financial Education for Refugees and Host Communities in the framework of the PROSPECTS project, which represents an overall package covering a generic trainer’s manual (450+ pages) and an adaptable trainee’s booklet (200 pages) for each country/region (i.e., East Africa, Iraq, Sudan, Ethiopia, Lebanon). This set of ILO training materials in financial education will be used to create new materials for the beneficiaries of this project, namely returnees and potential migrants of Ethiopia. Objective and scope of the assignment In the context of the adaptation of the ILO Financial Education training materials, the objective of this assignment will be for a consultant to lay out the newly developed ILO Financial Education trainee’s booklet for returnees and potential migrants in Ethiopia in Amharic.

Key activities

Under the overall guidance of the ILO Better Regional Migration Management Chief Technical Advisor, the technical officer of the ILO Social Finance Programme and the international consultant recruited for the adaptation of the ILO Financial Education training materials, the consultant will undertake the following activity:

  • Lay out the ILO Financial Education trainee’s booklet for returnees and potential migrants in Ethiopia in Amharic (around 200 pages), with the inclusion of the illustrations and images newly designed for the booklet.
  • Adapt any illustrations or imagery as required by the ILO project team and the ILO Social Finance Programme. This can include images of fake brochures to be adapted to the local context and target group, based on the recommendations and inputs from the ILO.

For these activities to be successfully delivered, the consultant will need to follow the recently developed ILO Financial Education training materials’ template, including the new branding of the ILO Global Programme on Financial Education and the newly developed 2020 ILO Branding.

Apart from the above-mentioned illustrations required to be adapted by the designer, the ILO will provide the training materials’ InDesign template, alongside all texts and illustrations to be needed in the layout.

Required outputs and deliverables

Once the core technical content of the newly adapted ILO Financial Education training materials is completed, the consultant will be required to work on and deliver the following outputs:

  • Output 1 by January 15th 2022: The laid-out version of the ILO Financial Education trainee’s booklet for returnees and potential migrants in Ethiopia in Amharic (around 200  pages),  following  the  template  provided  by  the  ILO,  and  including  all  the illustrations produced by the illustrator and the ones directly adapted by the designer.

This output will be required in a high-resolution PDF version and in a lower resolution web version. All the InDesign source files pertaining to the two above-mentioned outputs will be required for the validation of the assignment. This output will need to respect the ILO Financial Education training materials’ template as well as the 2020 ILO Branding.

Duration and timeline of the assignment

This assignment will be carried out from December 5th 2021 to January 15th 2022.

Budget and payments

A full payment will be delivered upon submission of Output 1 by January 15th  2022 to the satisfaction of the ILO.

Supervision and coordination

The technical officer of the ILO Social Finance Programme will provide ILO-HQ guidance to the consultant throughout the duration of this assignment. The consultant will also receive inputs from the international consultant recruited for the adaptation of the training materials. The consultant report to the technical officer of the ILO Social Finance Programme.

Selection criteria

The successful candidate will have a mix of expertise and qualifications in the focus areas related to this assignment, including in both the financial system of Ethiopia as well as experience working with potential migrants and returnees in Ethiopia. Evaluation of the suitability of the Consultant to work on this assignment will be made against the following technical criteria:

The individual consultant should have a proficient capacity to use

the Adobe suite of software including but not limited to Adobe

B.  Proposed approach to deliver the ToR’s scope of work
Applicant demonstrates (via submitted technical proposal and a folder of sampled publications professionally designed by the applicant) their expertise working as a designer. The technical proposal includes a realistic work plan and financial proposition. The evaluation will assess the understanding of scope, objectives and methods used. 40

Qualifications and experience

The  consultant  must  have  the  following  experience  and  skills  to  be  able  to  perform qualitatively the activities mentioned in these Terms of Reference:

  • Fluency in Amharic and good knowledge of English required.
  • Capacity to use efficiently Adobe InDesign as well as the ILO Financial Education training materials’ template provided by the ILO.
  • Demonstrated experience and expertise in producing high quality laid-out training materials. The consultant will be required to provide a sample folder with publications he/she had professionally designed in past experiences.
  • Respect of deadlines and ability to deliver the assignment in a timely manner.
  • Knowledge of the ILO Financial Education training materials is an asset.
