Terms of Reference

Assignment: Organizational Development Consultancy

Type of Contract: Individual Consultant or Firm

Duty Station: Addis Ababa, Ethiopia


Edomias International PLC, established in 2005, is a premier Human Resources solution provider in Ethiopia, providing recruitment and human resources outsourcing services.


The individual consultant or firm will conduct research and analyze data to attain a more organized, efficient, and effective organization. The focus should be on designing major changes and deliver a business model, systems, processes, ways of working to improve efficiency and to make progress towards becoming a high-performing organization.


The following outputs for the overall organization, including management, human resources, finance, operations, vehicles, and assets should be delivered as a documented product to be reviewed and implemented:

Management: Mission, vision, and goal of the organizationOrganizational culture assessment and proposal for organizational culture.

Human Resources: Revamp the Organizational Structure and the salary and benefits structure; Conduct a jobs analysis, look through current staff, and restructure the company; Revise Human Resources Manual

Financial Management: Revise the Financial Management Manual; SoP including the general Finance department and its various components.

Operations Management: Operations Manual and SoP; Procurement Practices Policy and Manual

Vehicles and Assets Management: Vehicles Management best practices; Vehicles Management Standard of Operations; Asset Management policy and Standard of Operations


  • If the application is made by an individual consultant, he/she must have Master’s degree in Management, Business Administration, Human Resources or related field. If a firm, the staff should have such credentials.
  • More than 10 years of experience in Organizational Development, with experience in managing complex projects (Experience in proven projects).
  • Capable of writing clearly and concisely with excellent oral communication skills, exhibiting interest in effecting two-way communication with openness, sharing of information and keepmg people informed.


The duration of the assignment is six months.

HOW TO APPLY: The application should consist of both Technical and Financial proposals. The Technical Proposal should include Covering Letter, credential of prior experience, CVs (if a firm, include CVs of participating staff), the task to be accomplished based on this ToR, and draft work plan on how the work will be done (key phases of deliverables).
