TERMS OF REFERENCE: INSTITUTIONAL AUDIT FOR THE YEAR 2021

ACTED (Agency for Technical Cooperation and Development), a legally INGO registered in the Republic of Ethiopia,  is soliciting Financial and Technical proposals from qualified firms to audit the Organization’s fiscal year ending 31st December 2021 (not specific projects).

Mandatory requirements

The Auditor and/or the firm should be registered with the Accounting and Auditing Board of Ethiopia (AABE) for Audit and Accountancy Services. Verifiable experience in conducting audit in the Humanitarian organizations with various donors such as USAID, ECHO, UN-agencies and/or WFP.

Additional requirement/information

  • Your offer to conduct annual audit for NGO, along with your fees schedule for additional services that may be required beyond the scope of the audit engagement.
  • Estimated number of hours to complete the audit by classification of your employees (i.e., partners, senior, junior)
  • CVs of your key personnel who will undertake the assignment.
  • Key contact for this assignment.
  • Verifiable experience and expertise of this kind of assignment.
  • Legal documents: tax compliance certificate, certificate of registration, national ID or passport of the owner and registration with the Accounting and Auditing Board of Ethiopia (AABE) for Audit and Accountancy Services.

Workplan for audit services

  • Planning – 5 days after contract signature: meet with the finance and compliance teams to agree on the detailed arrangements and expectations; develop and document systems, controls, processes and transactions; identify key audit risks; prepare detailed work programmes; carry out bank circularisation and communication of audit requirements in advance.
  • Audit roll-out – 5 days after planning: detailed review of the significant balance sheet and income and expenditure items; tax reviews undertaken on various tax aspects; ensure compliance with applicable laws and regulations for ACTED-funded programmes; ensure clearance meetings done with finance and compliance departments; review and completion of the audit report including obtaining management comments; submission of audit report for approval and team debriefing including feedback of the audit process

Auditor’s Responsibilities

  • Commence audits services on 21/02/2022.
  • Provide ACTED with final audit report by 11th March 2022.
  • Ensure to provide ACTED with and independent, ethical, relevant and good quality report highlighting key risk and potential solutions.
