Supply of Commodity Freight Transportation Services

Tender Reference No: # PSI/005/2022                      

PSI/Ethiopia, a growing International Humanitarian Organization, intends to establish long-term /framework/ agreements (1-3 years) with eligible and competent service providers engaged in the provision of Commodity Freight Transportation services for the purpose of supporting its supply chain operations – transportation and distribution of various products [dry cargo] to various regions of Ethiopia; and hereby invites eligible and competent service providers to submit sealed bid proposals in accordance with the Prequalification requirements, Scope of services, Specific Terms and Conditions of Purchase as stipulated hereunder.

Prequalification Requirements / Eligibility to Bid

  • Valid/renewed business license, registration certificate, VAT registration certificate, TIN certificate
  • Bid security bond (CPO or equivalent) in the amount of ETB 20,000 with validity of 3 months
  • Applicants must own a minimum of two (2) TRUCK NPR trucks (50 quintal loading capacity), ownership under the name of the bidding company, with proper insurance coverage, roadworthy, and in compliance to standards of the Road Transportation Authority
  • A statement of declaration of:
    • Acceptance to PSI’s Contract Agreement, Specific Terms and Conditions of Purchase
    • Compliance to PSI policies

Scope of Services

  • Trucks for Transportation [Lease basis]:
  • TRUCK NPR, capacity of 50 quintals
  • TRUCK FSR, capacity of 90 quintals
  • Areas of Operation:
  • [A-category] – Within Addis Ababa (60 km radius)
  • [B-category] – Afar, Amhara, Benishangul Gumuz, Dire Dawa, Harar, Gambela, Oromia, SNNPR, Sidama, Southwest Region, Tigray, Somale

Specific Terms and Conditions of Purchase

  • Truck Lease – with fuel, and with driver
  • Condition of Trucks – Plate numbers of commercial code – 03, with proper insurance coverage, meets all transport legislations and regulations of the country, roadworthy, with canvas/tarpaulin
  • Driver – qualified, well experienced, familiar with road terrain, routes, destinations
  • Number of Drop Locations along Route – Minimum 1 ; Maximum 4
  • Truck deployment starting location – Addis Ababa
  • Lead time/Delivery period
    • Delivery of truck to Source – within 2-3 working days upon receipt of work order
    • Completion of Freight service from Source to Destination – maximum 10 days
    • Submission of Proof of Delivery to Source (waybills, delivery notes, GRNs) – maximum 10 days
  • Truck lease rates
    • [A-category] – in lumpsum, per trip, full load, in local currency, inclusive of all applicable taxes
    • [B-category] – per Km per Quintal; in local currency (ETB), inclusive of all applicable taxes
    • [C-category] – in lumpsum, per trip, full load, in local currency, inclusive of all applicable taxes
  • Validity of financial offer – 1 year minimum
  • Performance bond – ETB 100,000 (CPO or cash equivalent), valid for a period of 365 days
  • Payment terms – within 15 working days, after provision of services and upon submission of proof of service delivery (waybills, delivery notes, GRNs) duly signed as per standards, company receipts/invoices, and letter of payment request

Tender/Bid responses must be accompanied with:

  • A company profile listing the bidder’s address, branches, organizational structure, staff employed, work experience, list of customers, areas of operations…etc
  • Evidence verifying the type and number of trucks owned under the name of bidding company
  • Evidence of bidder’s financial capacity in the form of recent audit reports
  • Evidence of past satisfactory performance record in the provision of similar services
  • A completed/filled PSI Price Schedule

Interested applicants may obtain the tender documents from PSI/Ethiopia, Addis Ababa office (address below) on weekdays (Monday to Thursday), during office hours (09:00 A.M to 17:00 hours) starting from February 17, 2022, until March 2, 2022.

Bid responses must be officially submitted-to and received-by PSI/Ethiopia office (address below) on or before  March 3, 2022, till 10:00 AM (morning).  Late bids shall be rejected.

All bids shall be submitted in hard copies, in wax sealed envelopes clearly marked with:

  • The “Tender Title” (Supply of Commodity Freight Transportation services),
  • The Tender Reference number(PSI/005/2022)
  • The applicant’s full legal name & address (location, woreda, kebele, telephone number, & email address.

PSI Ethiopia reserves the right to accept or reject any bid(s) in partial or in its entirety.
