Bid for Multi-purpose Cash Transfer to Drought Affected communities

PCI is an international non-profit organization dedicated to enhancing health, ending hunger, overcoming hardship, and advancing women and girls around the world. PCI is currently implementing USAID/RIPA emergency response activities in selected woredas of Borena/Oromia, Liben and Dawa/ Somali Region, and South Omo

PCI intended to deliver multipurpose cash to four thousand (4,000) targeted beneficiaries through e-banking transfer modalities and in area where not e-transfer modalities not available through bank account. In the process PCI will advise to avoid any direct cash transfer to beneficiary rather PCI require service provide to opening bank account to targeted beneficiary and transfer cash in their respective account and/or through e-transfer ( agent banks, hello cash and other platforms).

Requirements to be full filled by prospective service providers;

  1. Renewed business certificate
  2. Tax Payer Certificate
  3. VAT Registered Certificate
  4. Proven experience on huge cash transfer/ disbursement for remote locations, at least three references must be provided
  5. The bidders should include the VAT cost price if applicable
  6. All pages of the bid document must be stamped and should include full address of the bidder if not the document has no value
  7. All document certificates, hand writing should be neat, visible, readable and validated.
  8. Evaluation criteria:

Quotations will be evaluated on a Lowest Price Technically Acceptable basis, as set forth below. PCI shall first evaluate the non-price elements of the quotation to determine whether they are acceptable or not acceptable.  In conducting its evaluation, PCI may seek information from any source it deems appropriate to obtain or validate information regarding acceptability of service provider quotation.  Award will be made to the technically acceptable quotation with the lowest evaluated price.

  1. Application procedures
    • Interested and qualified service providers can collect detail TOR via email( wbekele@globalcommunities.org) or from the address above before/ on April 14, 2022.
    • An original and a copy bid shall be prepared in sealed envelopes labelled as Original and Copy. The envelopes shall then to be submit to PCI office located around Meskel Flower Hotel, Aster Plaza 7th floor before/ on April 18, 2022, 5:00 pm.

PCI reserves the right to request additional information from prospective suppliers or reject the entire or partial part of this bid.
