Mercy Corps has been working in Ethiopia since 2004. Our engagement in Ethiopia began in the peacebuilding sector, through the implementation of programs in Southern Ethiopia to strengthen institutional capacities to manage conflict and build social cohesion. When the legislation on this changed in 2009, we shifted towards a triple nexus approach, focusing on addressing the root causes of conflict through our work in natural resource management and youth employment, as well as by embedding conflict sensitivity in our development and humanitarian programming. As the legislation has evolved, we have reintroduced peacebuilding programming through two projects, Resilience in Pastoralist Areas (RiPA) in Afar, Oromia, and Somali Regions, and Promoting Peace and Improving Livelihoods (PPIL) in Gambella. Today, MCE has a portfolio of 23 projects in five regions and Addis Ababa reaching over 700,000 direct program participants.  Mercy Corps is continuing to expand our programming around social cohesion and peacebuilding.

Together with formal and informal institutions and local partners, Mercy Corps is planning to implement the eighteen-month “Gender and Conflict-Sensitive Approaches to Peacebuilding (GCAP)” project in the Afar, Oromia and Somali Regions, with funding from Global Affairs Canada. The overall goal of the program is to increase peace, security, and stability for people, particularly women and young women and men in those areas. The project is structured around two areas: (I) support formal and informal institutions to improve their capacities to prevent and manage conflict and (ii) increase meaningful representation and participation by women and women-led organizations in conflict management and peacebuilding processes within formal and informal institutions.

With this background, Mercy Corps seeks a consultant to conduct a participatory Gender-Based Analysis Plus (GBA+) and conflict analysis in the 14 woredas of Afar, Oromia, and Somali regions to have a better understanding of the context of its operational areas and to inform project design, implementation, monitoring, and evaluation.
