THE FEDERAL DEMOCRATIC REPUBLIC OF ETHIOPIA POLICY STUDY INSTITUTE
The Human Development and Labour Market Policy Study Center under PSI would like to employ three potential individual consultants who can work jointly with the Center to conduct a nationwide research entitled “The State of Education to Work Transition of Higher Education Graduates in Ethiopia: Key Challenges and Policy Options.”
TERM OF REFERENCE (TOR)
Scope
The education sector in Ethiopia continues to grow aggressively over the last few decades. There has been rapid educational expansion in terms of number of educational institutions and number of students. Both private and public schools and universities have been opening in all corners of the country including in remote and marginalized areas. In addition, a significant proportion of young people have been graduating from colleges and universities. Consequently, a growing number of graduates and trainees are joining the labour market every year. In contrast, youth unemployment in Ethiopia has become a pressing issue recently. Thus, the study attempts to identify the key challenges of the education to work transition of higher education graduates in Ethiopia and examine the determinants of education to work transition of higher education graduates in Ethiopia that facilitate/deter a smooth transition across the country. Temporally, the study will cover graduates of randomly selected public universities, private universities and polytechnic colleges for the period from 2011 to 2013.
Objectives of the Research
This research has intended to meet the following objectives:
- To identify the key challenges of the education to work transition of higher education graduates in Ethiopia
- To examine the factors that facilitate/deter a smooth education to work transition across the country
- To explore policy on the education training system and the labour market in the country.
Methodology
To meet the objectives of the study, both quantitative and a qualitative approach will be employed. Primary and secondary data will be collected through document analysis, survey and Focus group discussion. The study will be based on data collected from about 4000 universities and polytechnic colleges graduates’ sample.
Job Description (Activities)
The consultant will be required to participate in;
- Developing full-fledged proposal including budget breakdown (the budget should be planned according to government rate)
- Developing data collection tools (qualitative)
- Presenting the proposal and data collection tools in the presence of the client (Policy Study Institute))
- Incorporating the feedbacks from the consultative meeting on proposal and data collection tools
- Preparing training manual for data collectors
- Providing training for the data collectors
- Supervising field data collection
- Developing draft analysis of findings
- Presenting the draft analysis of field data on validation workshop
- Incorporating feedback from the workshop on the draft analysis
- Presenting the final research finding in a closing workshop
- Submit the final analysis
- Developing brief summary of findings and recommendation in Amharic language
- Developing policy brief (policy document) in Amharic language

Applicants for the lead/senior researcher position should have terminal degree in Economics, Educational Planning and Management, and Educational Measurement and Evaluation. Applicants should have teaching and research experiences in government universities, MoE, or HERQA.
NB: Prior consultancy experiences in Policy Study Institute (PSI) is valuable
Professional fee: will be as per the rate of Policy Study Institute
Duration: Consultants should accomplish every deliverable within three months as of the date of agreement.
Application Submission
Applicants should submit their CV and credentials in person to the Office of Human Resource Development Directorate Director at the Policy Study Institute, in front of national stadium, next to Betezata Hospital in ten consecutive working days following the announcement in newspaper.
