Invitation to Bid Service purchase for solar pump installation at Gambella

Samaritan’s Purse wishes to invite legally recognized BC-6 OR GC-6 and above level contractors and construction associations to get sealed bids for the following service purchase. The Bid must be under the instructions contained in this Invitation to Bid. Bid documents must be hand delivered to the Samaritan’s Purse International Relief office on or before 25 May, 2022 at 5 pm.  Bids received after this time and date will be rejected.



  1. Background
    • Samaritan’s Purse is a nondenominational evangelical Christian organization providing spiritual and physical aid to hurting people around the world. Since 1970, Samaritan’s Purse has helped meet the needs of people who are victims of war, poverty, natural disasters, disease, and famine to share God’s love through His Son, Jesus Christ.  The organization serves the community worldwide to promote the Gospel of the Lord Jesus Christ.
  2. Solicitation
    • The purpose of this Invitation to Bid is to invite bids from legally recognized Contractors and Construction Associations to provide the following construction service based on the detailed specifications and abiding by the Bid Submission Guidelines.
  3. Required Service
    • Service purchase for solar pump with panel, Lightning arrester, control box and all accessories (cable length 65 meter) from pump motor up to control panel and material purchase, Mobilization and Installation.
  • Eligible bidders must have BC-6 OR GC-6 and above level contractors; Samaritan’s Purse highly encourages local contractors to apply.
  • Contractors or construction associations with previous experience in Water Works/General works specifically on Solar panel service Installation will be considered only if they have legal, renewed licenses and official receipts for their work.
  • The awarded contractors should be able to provide bid grantees and evidence for initial minimize capital to start the work.
  • Eligible bidders are expected to collect BID documents [RFQ] from our Addis Ababa office official working days from 9 am to 5 pm 

Eligible bidder should meet the following criteria:

  • Renewed Trade Business License and Legal Registration.
  • Tax/ VAT Registration Certificate
  • Bid Guarantee letter for two months; 2% of the total bid
  • Proper Registration, Government Permission, and Experience in solar panel installation.

Bid Submission Guidelines

  1. Technical and Financial proposals shall be submitted in two separate sealed envelopes.
  2. The Suppliers must collect the RFQ and Detail well history from the Addis Ababa office.
  3. All documents should be hand delivered and placed in a “Tender Box” at the reception area in our office located at the address below or emailed to no later than the 25th MAY 2022. 5 pm.
  1. The documents should be clearly labeled, sealed, and stamped, “Bid for Solar Panel Installation”
  2. Failure to meet the above Eligibility criteria and bid submission Guidelines will be automatically disqualified from the tender.
  3. The bid will be opened without the presence of bidders based on organizational policy and we reserve the right to partially or, completely cancel the bid.
