‘To conduct assessment of Community Directed intervention (CDI) volunteers’ availability, functionality and factors affecting their performance for onchocerciasis and Lymphatic filariasis elimination program’

  1. Background

The Carter Center is a not-for-profit international NGO committed to waging peace, fighting disease, and building hope worldwide. The Carter Center country office in Ethiopia, which assists the Government of Ethiopia in Disease Elimination and Eradication Programs.  The Carter Center Ethiopia (TCCE) is currently implementing a five-year project (Sep. 2019- Aug. 2024) for its onchocerciasis and lymphatic filariasis elimination programs entitled as “integrated and enhanced onchocerciasis and lymphatic filariasis (LF) elimination projects in six regional states of Amhara, Oromia, SNNP, Gambella, Ben Gumuz and Southwestern Ethiopia”.

  1. Purpose and objective of the Assignment

The purpose of the consultancy service to conduct assessment of Community Directed intervention (CDI) volunteers’ availability, functionality and factors affecting their performance for onchocerciasis and Lymphatic filariasis elimination program in 12 districts of the six regions.

  1. Objectives of the Consultancy service 
  • To conduct assessment of the functionality of CDDs/CSs active engagement on MDA activities and understand the role of CDDs/CSs, their involvement in the community and factors affecting their performance during MDAs
  • To analyze, interpreted and disseminate results from the assessment back to TCCE and any other designated office
  • To organize and facilitate inception, validation and dissemination workshops about the assessment
  • To support on the write up of the findings and prepare for publications, as needed
  • To adopt a standard approach on training and deployment of CDDs/CSS for the program.
  1. Scope of the work

This consultancy covers from preparation of a concept note (both technical and financial proposals) to conducting the assessment and reporting the findings to the programs in charge. The consultant will be required to develop, design, evaluate and report on the assessment findings including development of survey questionnaire, training, data analysis, interpretation, and report submission to The Carter Center Ethiopia as per TOR and contract agreement.

  1. Key Deliverables/Main tasks of the consultant includes:
    • Prepare and conduct an Inception report and meeting
    • Prepare survey instrument
    • Carry out Region specific surveys in project areas
    • Analyze and interpret the data and prepare a survey report
    • Organize and facilitate different workshops
    • Submit Final Consultancy report
  1. Minimum qualification an experiences Requirements

The Consultant is expected to possess skills, knowledge and at least five years of experience in undertaking similar studies, especially on NTDs. Additional Requirements include:

  • Hands-on & proven experience in Survey design and implementation, Statistical analysis of survey data, Presentation of survey results
  • Good communication skills including good command of English and local languages.
  • A minimum of Masters’ degree relevant field of study (for all teams who will engage in the assessment.
  • Certificate of experience or performance of such activities from minimum of three references
