Section 1 – Background information

Wetlands International (WI)

Wetlands International is dedicated to safeguarding and restoring wetlands for people and nature. We are driven by the knowledge that safeguarding and restoring wetlands is urgent and vital for water security, biodiversity, climate regulation, sustainable development and human health. In our disaster risk reduction work, we work from the principles that environmental degradation can lead to disasters and aggravation of hazards, and that the sustenance and restoration of healthy ecosystems are key to reducing disaster risk and improving community resilience.

Project Background

Wetlands International (WI) has been making efforts to address vulnerability of communities through implementing a project entitled “Up-scaling Community Resilience through Ecosystem-based Disaster Risk Reduction (Eco-DRR)” in two woredas, namely: Gursum and Shabeley in Fafan Zone of the Somali Region. The project period is two and half years, from 2019 – 2022, and funded by EU-DEVCO. The project focuses on reducing the vulnerability of communities to drought and flood risks, Climate which are the two most important hazards affecting the lives and livelihoods in the project area.

WI, NLRC and ERCS will implement the project with an aim of achieving an overall objective of enhanced resilience of communities to disasters through the scaling up of implementation of Eco-DRR activities reaching 22,000 vulnerable people by2022.

Section 2 – The Invitation

Wetlands International now invites bids from eligible bidders for the Contract of masonry check dam and flood spreading schemes including the supply and construction of all required materials.

This invitation for the construction of masonry check dam and flood spreading schemes includes the supply and construction of all required materials, earthwork, construction, backfill and so on, specifically the  current sites in this bid is located in Gursum district at Bombas town of Somali region The invitation is for one site.

Section 3 – Eligibility Criteria

Having relevant renewed trade and construction license [grade levels 6/7/8] issued by competent government organs is the minimum eligibility criteria whereas a contractor who had undertaken a project for Wetlands International and the Up scaling Eco-DRR/ EU-DEVCO project partners) and had unsatisfactory performance are not eligible for this bid].

Section 4 – Bid document collection and Submission Instruction and condition

A complete set of the bid documents may be collected from Wetlands International Addis Ababa office located around Hayahulet, Chichinya by producing a copy of relevant renewed trade and water works construction licenses issued by competent government organs upon payments of a non-refundable fee of 200.00 Ethiopian Birr (Two Hundred Birr) only.

Bid documents can be collected starting from the first date of announcement of this bid announcement in the Addis Capital News Paper. Bid closing date /time is 10 calendar days after the date of announcement of this bid in the Capital Newspaper.

All bid must be accompanied by 1% of the bid amount in the form of Sealed CPO or Unconditional Bank Guarantee. Failure to submit the aforementioned bid security would subject for rejection of bid submitted. Bidders must submit their relevant renewed trade and construction license [Igrade levels 6/7/8] issued by competent government organs, VAT certificate, Tax clearance & TIN certificates.

Section 5 – The selection criteria

The selection criteria will be Technical and Financial. The detail can be obtained from the bid document to be collected by interested bidders.

Section 6 – Rejection of Bid

Wetlands International reserves the right to accept or reject part and/or all of the bids. Please note that public Bid Opening is not applicable for this Invitation to Bid.
