Invitation to Bid for a Project Mide-Term Evaluation Consultancy Service

Ethiopian Institute of Peace (EIP) would like to invite bidders to conduct Mid-Term Evaluation for the following project.

       I.            Overview

  • Project Implementation regions: Chinakson Woreda, East Harrarge Zone of Oromia Regional State and Tulu Guled Woreda, Fafen Zone of Somali Regional State

    II.            Description

Ethiopian Institute of Peace (EIP) is a non-profit making and impartial non-government Organization established in 1989 and committed for peace in Ethiopia and the larger horn-of African Sub-region through action research, education, peace outreach programmes and publication. The Ethiopian Institution of Peace (EIP) is pioneer Civil Society Organization well recognized by government, non-government organizations and international donors. EIP would like to invite bidders to conduct a mid-term evaluation for the project entitled: Cross-boundary Initiative for Peace (CIP) under implementation in Chinakson Woreda of the Eastern Harrage Zone, Oromia Regional State and Tulu Guled Woreda of Fafen Zone Somali Regional State, Ethiopia with the financial support of the United States Agency for International Development (USAID).

   III.            Required documents and competency: Bidders are required to submit the following documents and demonstrate the following competence;

Required Documents: The bidders should fulfill at least the following requirements.

  • Consultancy firms should have a legal license for consultancy service.
  • Consultancy firms have a renewed business license for the current Ethiopia year.
  • Consultancy firms should be registered with the Ethiopian tax authority and should produce valid documents including VAT, TIN, Tax clearance, and registration certificate.
  • All bids must be presented in separate envelopes clearly identified by bidder’s name, address and legal stamp.
  • Individual consultants are also allowed to participate in the bid with due consideration to the applicable tax laws.

Required Competency: The bidders should have at least the following competencies

  • The bidder is required to have considerable understanding of the nature of conflict prevention, resolution and peace building and be familiar with the project area.
  • previous working experience with project evaluation, preferably with conflict prevention and peace building is an advantage.
  • Details of staff assigned to perform the consultancy activities including experience, qualification and number of staff with position classification.
  • A schedule or detailed work, that includes expected start date and completion date for the projects as indicated in the TOR.
  • Copies of credentials and experience letters and certificates should be included in the technical proposal.

  IV.            Application Process

Interested bidders can collect the Terms of Reference (ToR) from our office during office working hours and must submit their Technical and Financial Proposals in a separate sealed envelope within 10 working days, effective from the date of the announcement of this bid personally in the address found below. Incomplete bids will be rejected automatically.

EIP reserves the right to accept or reject any or all bids without fixing any reason thereof.
