INVITATION TO TENDER
FOR THE SUPPLY OF CASH TRANSFER PROGRAM
Tender Reference # – SCI-ET-2023-001
SAVE THE CHILDREN INTERNATIONAL (SCI, Ethiopia) the world’s leading independent non-profit organization for children. Save the Children Ethiopia Country office intended to establish Framework Agreements with competent and capable Financial Service Provider (FSP) like Banks, micor finance, Mobile technology companies etc, to facilitate cash and voucher transfers in its development and humanitarian programs across the Ethiopia or at minimum in multiple locations and have experience in humanitarian projects.
The modality of the delivery of the cash transfer for the affected populations is unrestricted cash transfers; hence, the FSP is expected to be able to deliver the cash to the registered beneficiaries through either of the modalities on the below LOTs.
LOT I- Mobile Money
LOT-II- Cash in hand/ Physical cash transferring
LOT III- Smart card/Voucher
The services governed by this contract include the prepositioning of funds and distribution of cash to affected populations in any location, where SCI ETH identifies a need for cash distribution following a disaster.
Hence, SCI hereby invites potential financial service providers to submit a sealed tender in accordance with the Service Details, Instruction to Bidders, and General Terms and Conditions of Purchase as described hereunder and clearly mentioning specific Lots above which your esteemed office is interested to participate.
Potential service provider may obtain the tender documents against payment of a non-refundable amount of ETB
100 from SCI offices in Addis Ababa Country office starting from January 10, 2023 up to January 27, 2023 during working hours.
Eligibility Documents – Valid Business License (E.C. 2014/2015)
Bid Security in the name of “Save the Children International” amounting to ETB 50,000 in the form of CPO or bank guarantee valid for a period of at least 3 months starting from the date of tender
submission must be in a Separate Envelop on the original technical. (Cash and insurance bonds are not accepted) and should be presented in a separate envelope.
Company profile listing the bidders’ address, branches, structure, resources…etc.
Evidence of past satisfactory performance on the provision of similar service.
Declaration of acceptance to SCI’s statement of requirement, terms/conditions, and policies and etc
Tenders must be submitted in two sealed envelopes, one original technical, and one original financial, Separately sealed document, bearing an official company seal, and clearly marked by the “bidders FSP’ name, address, LOT No and title, the tender reference number as stated above. The tender must be submitted in the bid box prepared for the purpose at SCI offices in Addis Ababa Country office on January 30, 2023 on or before 2:00 PM.
Save the Children Procurement Committee will open tender responses on January 30, 2023, at 02:30PM. SCI reserves the right to accept or reject this bid, in partial, or in its entirety.
