Call for expression of interest to conduct an assessment on the best modalities to incorporate elements of ‘Gadaa’ system in rangeland
and natural resource management and access system by traditional communities
SOS Sahel Ethiopia is a national, non-governmental organization. In partnership with Farm Africa and concerned stakeholders, currently it is implementing “Bale REDD+ cost extension” project. The project is the planning phase of a 4 years long Forest for Sustainable Development (FSD) Programme that geographically covers 20 Woredas and 142 kebeles in Bale Eco-region and Guji-Borena Landscape. The project is and the Programme is going to be funded by Royal Norwegian Embassy in Ethiopia.
Traditional ecological knowledge and traditional common resource management system have a great role in sustainable natural resource management and equitable utilization. Thus, the assessment is intended to create synergy and harmonization between the new innovative approaches of common resource management and the traditional systems. Specifically, it conducts a participatory assessment of existing traditional natural resource management and access systems and identifies elements of traditional natural resource management and access systems and best modalities to be incorporated into the FSD Programme implementation plan.
- The scope of the Task
The assessment includes FSD programme areas with a special focus on the Guji-Borana landscape where the Gadaa system is still vivid. It also gives more emphasis for the management of Rangeland and Forests, and access systems. The external resource person develops detailed methodology and tools, guides the programme staff on data collection from the field, carries out the data analysis, prepares the assessment report and facilitates the validation workshop. The programme staff will collect data from the field and organize validation workshop.
- 3. Competence of the consulting firm
The consultant must have preferably both practical and academic qualifications in social anthropological research with an amalgamation of natural resource management. Thus, the consultant needs to have an educational background at Master’s level in Social anthropology or Sociology or other related fields and a work experience of over eight years. Experiences of working and/or conducting research in pastoral areas especially in Guji- Borana Landscape is an asset.

Bidders shall submit stamped technical and financial proposals together with renewed license for year 2013 (E.C.) on or before 07, October 2021 at 2:00pm. Please also provide electronic copy (CD) of the technical proposal together with the documents. Bid will be opened on 07, October 2021 at 2:30pm in the presence of bidders or their legal representatives who wish to attend at SOS Sahel Ethiopia Head Office in Addis Ababa. SOS Sahel reserves the right to accept or reject the bid.
