The Ethiopian Academy of Sciences (EAS) a not-for-profit organization founded by a group of prominent scholars drawn from a variety of disciples and professions in 2010. It was also established as an autonomous organization by Proclamation No783/2013. The mandate of EAS is to provide evidence-based advice to the Government, to promote culture of science among the public and to promote the development of the sciences and their applications. EAS carries out its mandate by undertaking consensus studies, publishing reports, organizing conferences, public lectures and workshops on issues deemed to be nationally important

The Academy has received a financial support from the David and Lucile Packard Foundation, and intends to apply part of the proceeds of this grant to payments under the contract for the formulation of strategic plan under the Organizational Capacity Building project. Through a technical support and facilitations to be provided by a consultant, the Academy is desirous of reviewing the effectiveness of the implementation of its previous strategic plan and formulating a new and powerful strategic plan for the period 2022 to 2026.

The Academy, therefore, invites eligible individual consultants to indicate their interest and submit technical and financial proposals for providing the captioned services. Interested consultants must provide information indicating that they are qualified to perform the services (description of similar assignments and availability of appropriate skills). A consultant will be selected in accordance with the procedures set out in the Academy’s Guidelines. 

I. Objectives:

The overall objective of this consultancy is to review the implementation process and the results of implementing the last EAS Strategic Plan (2016- 2020); and facilitate development of a five-year strategic plan for the period 2022 – 2026 that enables the Academy to fulfil its mandate.

II. Methodology:

The strategic planning process to be facilitated by the Consultant shall incorporate the following main undertakings under the general framework of strategic planning. i.e., institutional analysis, SWOT analysis, PESTEL Analysis, etc.

Methods should include but may not be limited to individual interviews using structured, semi-structured or in-depth interviews, focus group discussion, and direct observation as appropriate. The consultant will review relevant work plans, projects, program documents, reports, and publications. More specifically the methodology is expected to have an in-depth desk review; strategic analysis such as situation analysis, a stakeholder mapping and analysis. The consultant is expected to present an elaborate methodology for information collection and analysis to guide the Strategic Planning process.

III. Expected Deliverables:

  • A review report on the implementation of the previous strategic plan (2016-2020)
  • A five-year strategic plan including a “Results and Resources Framework” for the period 2022 – 2026;
  • Report on the strategic planning process including the stakeholder consultations and outputs from the workshops.

IV. Qualifications of the Consultants:

The Consultant should have at least a master’s degree in the area of institutional management and administration, planning, public policy, development studies and other related fields of study.


At least five years of professional experience in strategic planning and management.

Demonstrated experience in working with academic and research partners and other stakeholders in public as well as NGO sector development programs especially in the area of capacity development and organizational evaluation.

V. Time Frame:

The assignment is expected to be completed within a maximum of 6 months of duration (with an estimated 120 Man-days consultancy input) as of the date of the signing of agreement.

VI. Bid Submission

  • The bidders shall submit the proposal clearly marked technical and financial proposals in separate envelopes in person with WAX SEALED ENVELOP with “original” and “copy” of the quote to Ethiopia Academy of Science’s Finance and Administration office until June 1st, 2021, before 5:00 P.M. Late quotes shall not be considered.
  • The bidders should use the RFP template to be provided by the Academy
  • The financial proposal should describe the major cost items and the total amount of budget required in ETB.
  • EAS reserves the right to cancel this bid.
