Background

The Ethiopian Economic Association (EEA) was established in 1991 as non-profit, non-partisan, and an independent research and membership organization to be a voice of reason in social, economic and policy research.

Following the envisaged national reform in the country, the new Civil Society Agency proclamation No. 1113/2019 has permitted CSOs to engage in business activities. To this effect, EEA has established an independent business enterprise, EEA School of Economics & Allied Sciences (ESE).

ESE is an independent and autonomous higher education institute that will be established in order to respond to the national demand for quality education in Economies, in addition, ESE undertakes different business units like Building rent, cafeteria, consultancy etc.

The institution aspires to make a difference and be a benchmark for educational quality and business enterprise model.

Thus, ESE is keen to attract and retain talent which supports the achievement of its aspiration from the very outset. The current team’s commitment, passion, and professionalism have been commended and there is a need to ensure that ESE’s salary and benefits are equitable, match the duties and responsibilities of each position, and are competitive to motivate performance.

The objective of the assignment

ESE is looking for a potential consulting firm/individual consultant to undertake Job grading and develop a salary scale structure. This will be done by reviewing the existing organogram, staff job descriptions, team expansion plan, job grades, and staff salary. The consultant shall further provide recommendations based on market analysis and benchmarking of a job grading and salary scale structure.

Below are specific objectives of the work:

  • To undertake a comprehensive job analysis and job evaluation of ESE roles included in the staffing schedule to ensure alignment of functions, remuneration, and grade levels, taking into account the basic concept of equal pay for an equal value of work;
  • Develop a logical and consistent job evaluation framework upon which ESE can base future job grading decisions;
  • To prepare a revised salary scale based on the market data and propose different salary structure scenarios with included benefits.
  • To prepare implementation guidelines for the different pay level options that will address any pay inequalities and disparities among job holders in similar and different units of the organization.

Scope of the work:

The tasks are as follows:

  • Hold an inception meeting with the ESE management team to better understand the requirements, priorities, and expectations from the onset.
  • Carry out Job/functions analysis for the existing jobs and respective salaries.
  • Prepare job descriptions to accurately reflect the roles and responsibilities undertaken and make match them to the appropriate job grade.
  • Develop a job grading and salary scale structure.
  • The task should be completed within 20 days.

  • Inception report and work plan
  • Job grading and salary scale structure.
  • Required qualifications and skills.

Job Requirement

The consultant must meet the following specifications:

  • Post Graduate degree in Human resource management or relevant fields.
  • At least 10 years of professional experience in the HR consulting field mainly in recruitment and selection, and organizational development preferably working in/with Business companies, particularly educational institutions and universities.
  • Proven previous experience in job analysis, job evaluation, and job grading, designing human resources matrices, and conducting salary and benefits surveys.
  • Flexible, creative, detail-oriented, and well organized.
  • Ability to maintain the highest standards of confidentiality and professionalism and sound judgment.
