Assignment Title: Selection of Project Coordination Unit (PCU) Director (Individual Consultant)

The Federal Democratic Republic of Ethiopia, has received financing from the World Bank toward the cost of the Economic Opportunities Program (EOP), and intends to apply part of the proceeds for consultant services.

The Services include providing overall strategic and operational leadership of the Program and managing the day-to-day activities of the Coordination Unit. The Individual Consultant (IC) shall be accountable to the Ethiopian Investment Commission (EIC) Commissioner or his/her Delegate.

The Individual Consultant shall be responsible for planning, organizing, staffing coordination, oversight and implementation of the EOP. Among others the IC shall perform the following functions:

Program quality and management:

  • Provide direction, supervision, and guidance to technical, fiduciary and operational staff of the Program Coordination Unit (PCU).
  • Coordinate, follow up and support Ethiopian Investment Commission (EIC), Industrial Parks Development Corporation (IPDC), the Ministry of Labor and Skills (MoLS), Refugees and Returnees Service (RRS) who are involved in the project implementation to deliver on Disbursement Link Results (DLRs) and Program Action Plans (PAP) and ensure that results targets are achieved in line with the Program overall objectives.
  • Ensure systems are established and maintained to accurately monitor and evaluate the results framework
  • Ensure program operations and activities adhere to the agreed program guidelines, internal policies of the Government and requirements of the Development/Donor Agencies in line with the Financing Agreement/s for the Program.
  • Ensure results are verified, reported and disbursement is effected to Government of Ethiopia timely.
  • Ensure timely preparation and approval of program work program and budget and submit timely financial and progress reports within the timeline stipulated in the Financing Agreement/s.
  • Regularly update EIC management on program progress, flag challenges and offer options.
  • Coordinate with and Lead on WB supervision Missions.
  • Liaison with Ministry of Finance (MoF) on the overall program implementation status and ensure disbursement to the GoE account are made timely.

Coordination and Partnerships Management

  • Liaise and coordinate different government agencies, development partners and other relevant institutions of the program, to ensure effective program implementation.
  • Organize Technical Working group (TWG) meetings providing an overview of the program’s status and ensuring coordination across all involved parties.
  • Arrange and serve as a secretariat for the Jobs Compact Steering Committee (SC) and TWG meetings and discussions; and
  • Support and facilitate close and collaborative relationships between PCU and EIC and other Program partners to fast-track implementation.

Budgetary and Financial planning and management

  • Oversee all project funds according to established accounting policies and procedures.
  • Monitor donor commitments.
  • Monitor and approve all budgeted program expenditures.
  • Support efforts to mobilize additional resources.
  • Ensure that the fiduciary responsibility of the project implementation is maintained.

Supervisory

  • Recruit and manage operational, fiduciary, and technical staff of the PCU and contribute to performance reviews and planning for their continued professional development.

Key Skills and Competencies required

  • Advanced University Degree (Master’s degree or equivalent) in one of the following disciplines: business administration, public administration, management, economics, or a related field.
  • Minimum Ten (10) years of progressively responsible experience in management of programs of similar scope and requirements, preferably World Bank or other international donors-funded programs.
  • Previous experience as project director or similar positions with a strong reputation for developing excellent collaborative working relationships with Government Ministries and development partners.
  • Strong analytical skills in economic and social dimensions of development and basic understanding of Ethiopia’s economic, industrial and refugee policies.
  • A proven track record of leadership and management in multicultural settings, including coordination of interdisciplinary teams is required.
  • Excellent oral and written communication skills and a strong set of personal values
  • Excellent knowledge of English and Amharic and familiar with the working condition of the country.

The Individual consultant (IC) will be recruited for initial one year from the date of the effectiveness of the contract and subject to renewal based on the need, satisfactory performance and availability of budget.

The Interested applicants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: Qualification and Experience relevant to the assignment and their capability on the basis of academic background, general and relevant experience, relevant trainings, and knowledge of local condition.

The attention of interested applicant is drawn to Section III paragraph 3.16 and 3.17 of The World Bank Procurement Regulations for IPF Borrowers Procurement in Investment Project Financing Goods, Works, Non-Consulting and Consulting Services fourth edition November 2020 (“Procurement Regulation”), setting forth the World Bank’s policy on conflict of interest.

The Individual Consultant will be selected in accordance to Section VII para 7.34 to 7.37 of The World Bank Procurement Regulation based on qualification and relevant experience of the applicants to the assignment.

Remunerations shall be negotiable based on Candidates qualifications and experience.
