Invitation to Bid for Project Evaluation

Wako Gutu Foundation (WGF) invites eligible consultants to present their technical and financial proposal to evaluate a Project titled PEACEFUL UNDERTANDING AND RECONCILATION FOR PASTORAL LIVELIHOOD ENHACEMENT (PURPLE) PROJECT.

About Wako Gutu Foundation (WGF)

Wako Gutu Foundation (WGF) is a National Civil Society 0rganization registered by Authority for Civil Society Organizations (ACSO) bearing registration number 0457 in line with the new Civil Society Organizations Proclamation #1113/2019. The organization was initiated by networks of people from pastoral and agro pastoral communities in 2006 in memory of General Wako Gutu, “an Ethiopian pastoralist elder and a peace and justice activist” who also engaged in development activities.

The Project

Peaceful Understanding and Reconciliation for Pastoralists Livelihood Enhancement (PURPLE) Project is a partnership project being implemented by Wako Gutu Foundation (WGF), Partnership for Pastoralists Development Association (PAPDA) and Friendship Support Association (FSA) in Oromia, Somali and Afar Regions, respectively, which share long  administrative boundaries where pastoral and agro-pastoral communities from the regions live together and share valuable social, physical and economic resources. PURPLE is a two year project that covers the period of May 1, 2021 to April 30, 2023 that is implemented under the Lead of WGF in 9 district and 27 Kebeles (3 kebeles per district). The project is financed by Bread for the World/Protestant agency for Diakonia and Development (PADD) through its east African Office located in Addis Ababa.

Bid Purpose Description

The external evaluation of PURPLE Project has the following specific objectives:

  • To review the extent to which indicators of achievements (progress markers) are realized as they were stated in the project proposal
  • To assess the achievements of the project’ goal and objectives in light of the approved indictors based on  DAC criteria;
  • To identify the project impacts in view of the changes happening on the lives of the target community;
  • To assess unintended positive and negative outcomes and impacts of the project;
  • To assess the main furthering and hindering factors during the project implementation,
  • To assess the effects of the project on crosscutting issues (gender, human rights including child rights, good governance, environment and climate change),
  • Develop and recommend a project framework and main components for the next phase project planning in peace-building intervention.
  • To generate lessons from the intervention that informs the improvements in the future project design and programming of the organization.

Bid  Document Submission

Potential consultants can collect the Evaluation Terms of references form our office at the address provided at the end of this announcement during working hours from 8:30 Am to 5:30 PM local time. Bid should be submitted in a sealed envelope separately for technical and financial proposals to Wako Gutu Foundation Office and placed in a Bid Box prepared for this purpose  from Monday to Friday during working hours (i.e., from 8:30 am to 5:30 pm local time) up to 10 days from the date of the first announcement of the Bid. On the envelope of the Bid, bidders should writhe or print in bold letters “WGF – Bid for PURPLE Project Evaluation”

12-01-2023 at 10:00 AM at Head Office of Wako Gutu Foundation at presence of those applied bidders or their legal representatives.

Minimum qualification

Potential consultants should have at least First Degree and above in social science fields (economics, development, management, sociology, anthropology, and other relevant fields and a minimum of 10 years’ relevant professional experience in project and program evaluations and experience in peace project evaluation is added value. The potential consultant is expected to organize and mobilize three multi-lingual teams (detail in the TOR).
